Does Adobe Animate Still Support Windows 8.1?, if doesn't then tell me what version of Adobe animate that version supports windows 8.1 last time.

animate 19 specs

animate 20 specs

but you can probably use even the latest version is you install with compatibility mode. the cc app just won't allow you to download the latest version with an incompatible os. but you can't download those older versions either with the cc app so you're going to need a direct link some of which are available on prodesigntools.com and others can be obtained from adobe support.
