Editing keyframes within a classic tween

So I'm working on a major and there's a scene where the background slowly moves across the screen. I can make the background move to where it needs to go but I want to edit the background within the tween so I converted the tween into a frame by frame animation but I can't rub out parts of the background within the frames. Can any one help?

    It's slightly hard to understand what you're asking, but if you have a background that is moving, and that you also want to change over time, go into the background symbol itself, and give it an animation. If the background is a Graphic you can scrub along the main timeline and see the background's animation.
