Embedded Flv not playing after load

I made a very simple swf that has a flv embedded into the time that should play after the content loads, but its not working... if after the page is loaded and you refresh the site, it plays..

ive been doing some simulation test in the player. ::

When using a slow download rate:
it loads up to 100% and in the bandwidth profiler its showing the frame has loaded but it has not gone to _root. /frame2 which is supposed to do when the loader reaches 100

when i uses a high download rate it loads and goes all hte way....
