Export Legacy no longer sticks the "embed" selector

We have a process with a script that creates SVGs using the API for Export Legacy doc.exportSVG.  This method does not allow us to set the embed toggle, but the state of the embed toggle would stick.  Now this setting no longer sticks, breaking our process.  What used to take minutes are now taking hours.  Any chance of fixing exportSVG to allow embed flag OR putting back the stickness of the embed toggle?
