Exporting animation with transparent layers help!

I'm trying to export my animation in Adobe Animate (2017)

It's supposed to look something like this:

However when I attempt to export it, the opacity on the shading layers become 100% and it ends up like this:

I've tried masking it, merging layers, everything. I can't seem to find a forum on it, how do I keep the transparency?
