F5 (insert frame) is applying to all layers

I have a layer selected, and when I press F5 to insert frames, it's inserting frames to all layers, instead of just the selected layer I want. It's even inserting frames to locked layers too.

    When  you have a single frame selected on the desired layer then pressing F5 inserts only in the current layer.

    If no frames are selected, F5 inserts a frame on all the layers.

    Thank you! I thought the layer just needed to be selected; but I need to also select an actual frame.

    Go to the Frame in the layer where you want to add a frame. Select that one frame in the timeline. Hit F5. You should get a new frame in the next frame in that layer. If you have content in the frame that you selected, the new frame will contain the same content. Do you get something different?

    I'm able to insert frames to the selected layer only.
