First Frame Animates On Its Own... Why?

When I try to animate this scuba diver by making his limbs motion tweens, his foot moves... only for the first frame without any editing done. The only way to fix this is to delete and re-animate the foot... Any help on how to prevent this because it keeps happening to me? Thank you!

This should not happen, but since no one uses motion tweens for character animation, the chances that someone here will be able to give you advice are slim.

 

My suggestion would be to remove those motion tweens and switch to classic tweening. Hopefully the issue will disappear.
