flash or not to flash

as some might know my workstation went down about two weeks ago. luckily I backed up my work. I used mx pro for 2 weeks and I and I really missed my cs4.
a very good friend of mine asked me to desighn a web site for him. again I have almost full design control 🙂 I can really get use to this, he sells products on ebay using multiple drop shippers, and wants to have an online store. I showed him some animated flash examples and he said they were nice but wants an ordinary looking site with no sound or animation, nothing fancy, no shopping cart either.
I am sorry but I have to ask, should I build him an css/html site, or should I build him a flash site with minute bells and whistles (like border color changing buttons)?
any thoughts or comments will be greatly apreciated sincerly newwave
ps. I am not charging him anything, for he is like a brother to me.

he will only be updating products once a year so data base would be extreme,lol. I'm gonna use html framesets with 3 rows and 3 columns. with a css to control links and scroll bar features.
ps. shhhhh please don't tell adobe
pss. I know, I'll make him a flash banner for top center frameset = everone :)

does he want the ability to update the products in case new ones are added or old ones are removed? if so, he may want to use a database backend for his website. but if not, make an html website.

sorry not to reply sooner I have been shoveling snow for two days straight. Can't wait for summer.

the only reason I asked is because he wants such simplicity and I believe he is a little familiar with html. Usually people come to me and want this, that, and the kitchen sink as well. He just wants list of images of his 75 to 80 products with a description, and a phone number and email address to contact him. it kind of put me in a state of shock.
joe the need for flash player is a very small pothole, but content being hidden for search engines is a trench and a half.
I also believe in flashing the web as well.

if his site is static and html is all that's needed, use html. i don't see how a shopping site can be static unless it links to another non-static website where the shopping actually occurs but that's up to the site's owner.

in any case, making a flash website does not require bells and whistles. a button-down corporate website is perfectly suited to being built with flash.

glad to hear such an answer, I would be pleased if there were more flash frontend sites in the web.
Of course there are the two NOs: the needed Flash player and the hidden content for search engines.
But another question occurs to your answer:
naming a website 'static' does not mean its animated or not but that contents are build in the html or application, whereas 'dynamic' websites communicate with the server, show databsed contents or RSS, etc. - is that so or did I miss something?
