Flash Pro 2015 export projector

I'm trying to export a projector from Flash CC 2015, but it fails. The computer is on a network with security policies pushed to the client machines.  If CMD prompt is disabled does this affect exporting projectors?  If so are we able to change Flash to use PowerShell instead?
