FLV files embedded in swf file won't play in browser

I've got an old Flash, AS 2 built, file that is no longer working from a web browser when played off a desktop. The files have to be accessible for some clients that still have no internet access. When previewing the file  with Flash debugger or from Dreamweaver's preview feature, the swf plays all its components, embedded and linked swf and flv files; but when opening the HTML file directly from a browser  everything works fine except the flv files.

The entire program was built a long time ago using AS 2 so I am trying to avoid working on it in Animate. Any ideas?

Awesome thanks Colin. Mucking about with these settings has this app working properly again. It is definitely the first step in getting this to play. Now I just need to create a README file for the users to go through.
