Frame picker is a wonderful addition, but is it possible to change the default starting option from 'loop' to 'single frame'?

You mean Graphic symbol default settings. Looping is a property of graphic symbols, not the frame picker. The frame picker is just a convenience dialog.

Considering that multi-frame graphic symbols are far more commonly used for looping animations than storing stills, "Single Frame" would be a poor choice of default.

I suppose it could be coded so that if you use the frame picker it would also automatically set the looping option to single frame, but that might be more confusing and annoying for people. A default could be added to preferences, but Adobe probably doesn't like bloating the prefs page with dozens of optional defaults. Well anyway, you can raise the issue with Adobe via the feature request form.
