Frame rate speeding up when I export mov

I haven't tried this with audio, but with plain animation, the animation just speeds up to (my guess) 25 fps. I set it as 14. I exported it, and it exports as 25 fps. I can tell since when I watch it in the program, it's 14 fps. When I watch the mov, it's waaaay faster than 14 fps. I'm not sure if I'm doing something wrong or if it's adobe. Thanks for any help.
