Frames are not compatible each other on Adobe Animate

Hello, I am beginner at Adobe Animate. I want to copy one character eyes group to another character. Firs character I made manuel is 24 frame (eyes group) and it winks from 1. frame. But when I coppied the eyes group to another character, frames are not same. This time it winks at 51. frame. (New character is again 24 frame). Why is it not compatible? What can I do or this? Thank you from now.

In the 2nd photo I coppied to green character, it starts moving from 51. frame.
