Getting Camera to Follow Mouse

Hey all! I've been searching all over the internet but finding useable reference is difficult with the many version of Flash/Animate/Actionscript/javascript.... I was hoping you all could perhaps help me out..

I'm trying to make a webpage with an interactive map where you can click to expand an information blurb about the restorative projects currently in progress. Here's the basic idea.

My question is: I was wondering if anyone could help with showing how to make the camera pan along with the mouse (bonus points for a limited scroll/zoom!) Thank you!
