Hand tool over timeline

Hello again, 

The hand tool should switch back to a pointer and interact with the timeline items automatically. As of now, if you're using the hand tool and roll over to the timeline to scrub, or select a frame, you can't because the hand tool is still active! 

Anyone else experiencing this?
