Having a problem With Animate where I can't seem to move the window around

I wanted to continue on an animation that i was working on on Animate 2021.

As it opened, the tab was at the bottom of the screen, and i could not be able to move it into my view.

Everytime i clicked it, it just wouldnt budge. i tried closing it, but never did. I had to use Task Manager to close the software everytime. So i got the idea of opening it BEFORE whatever option that was preventing me from moving the tab around shows up. Animate then turns into.. This?

(Animate is now in the top left corner now, and is basically useless)

Does anyone have any solution to this?
