Help finding good animators (Adobe Animate)

Hello, guys.

I've searched here and did not find a place to reach good Adobe Animate animators.
I have a company in Brazil and our standart tool is Adobe animate, but it seems that we are always in need of an animator, but the market is currently shifting towards other animation tools. 
If i had a big budget project that would (of course) be easier, but i wonder if there is any easier way to contact other Adobe Animate animators and get a quote.
I apologyze in advance, because our market in Brazil is short funded and i believe i would not be able to get help from someone in the US, for example, since brazilian Money (BRL) is currently worth 5 times less than a US dollar.
