How can an AS3 project that was formerly published as AIR be published as an exe?

When I try to publish as AIR, it only publishes an AIRI file, that doesn't execute. While the preview functions properly, when I try to publish as an exe, it seems to start at a submenu rather than the normal starting frame. Can AS3 have any internal AIR dependencies, or is there another reason why the exe doesn't start properly?

    This app only needs to read the names and locations of files, (images, video and text), to dynamically load. But they're on the local file system. Since AIR is no longer directly supported by Adobe, and needs to use Harmen support, I'd prefer to keep this in Flash, so I'd like to find examples of how to read from the local file system. Thanks

    You can output your AS3/AIR document to a .exe.

    While the project previews correctly, with Script set to ActionScript 3.0 and the Publish Target set to AIR 50.2.2.3 for Desktop, it only produces an AIRI file, which doesn't execute. I'd rather make it an exe, but when I set Target to Flash Player 32, and select Win Projector in OTHER FORMATS, I get an exe that launches, but doesn't function the same way as the preview.

    What I mean is that if you tried the third or second option in the Ouput section.
