How do I do this?

Look at this animation.https://drive.google.com/file/d/1fy1_0BC3VRXlumz5JdqJouJK5ytMrabx/view?usp=sharing  When he talks he moves from side to side and I can tell this was made made in tweens. How do I do it while my character changes expressions and talks? And I can't even move my character from side to side because when I try to do it, it just goes to the wrong direction.

It would help if we knew what you're wanting to do with this. For instance, if you just want to have characters that talk and pose, you might be better off using Adobe Character Animator (CH) which uses the camera to track head and eye movements while synchronizing the lips to the visemes of the spoken dialog.

Thanks but what I meant was basically rotating the character from side to side not a full circle though. and the mouth and basically the face moving along with it while its animated. but when i create a symbol, create a keyframe, rotate him a bit then create classic tween it goes somewhere else and then teleports back to the position i wanted it to be in. Oh yeah also I want all that done in Adobe Animate pls.
