How to create an interactive custom map?

Question

I'm looking to create an interactive map. I would like it to have background music with hot links that lead to other pages. Also a (hover over link) pop up of a image that starts an audio file would be great! As a past (10 yrs) flash user I know this can be done. I just don't know what program now and days will get it done. Would Adobe Animate be the choice? Thanks in advanced.

Adobe Animate is the rebranded version of Flash Pro retaining most of Flash Pro's features.
