How to create dynamic banners in Adobe Animate

I want to create html5 creatives with dynamic feeds, but i have not found a good way of doing so.
I have created banners with dynamic feeds in Goggle Web Designer with dynamic feeds from Double Click Studio. But the problem with google is that I only can use the creative in the google system.

I need to be able to create creatives that i can use in other systems as well. I am f.ex going to use the banners on digital offline-boards, or using other systems than DoubleClick Campaign Manager.

I am using a .csv file that is updated ex. every hour.

Can anyone help me?
