How to make an anime scene?

The Fast Box Blur + Screen blending mode is a huge help. I've seen that effect in so many "animes" <substituted for possible spam-kglad> but had no idea how they made it. Thank you!

I like to create a very wide image in Photoshop and use a linear blur in the direction of the action, import too Animate, convert to symbol and motion tween it across the stage. No need to move it quickly as the blur will suggest faster motion than what's actually happening.

you might do a Google search to see if you can find some YouTube videos on how to animate in anime style.
