I need to pause after scrolling vertically before horizontal scrolling works

When I tried to scroll horizontally by holding ctrl for some reason it didn't respond half the time, and then I realised that if I wait a second after scrolling vertically it will work. Is there a way to make it scroll horizontally immediately once I hold ctrl, like in photoshop and illustrator?
