What features of animate cc do I need to learn exactly?

Is Animate cc even necessary for this or is there a simpler program?

Yes, you can do this type of animation in Animate CC, and it's probably the simplest one to learn. You could do it After Effects which has a much steeper learning curve or Photoshop which is simpler if you know Photoshop, but the animation tools are limited.
