If the Fglad method of doing a simple save as with a new name is not what you are looking for, select all frames across all layers, do a Copy Frames command (right click over the highlighted area) and then create a new document, right click over frame 1 and select Paste Frames.

in what circumstance would that offer anything (other than more work and time) over renaming your fla?

it's not clear what you're trying to do, but if you mean what you said, just save the fla with a new name.

again, the easiest way is to use file>save as and pick a different name, or a different location and name.
