Importing objects to a selected frame

Hi!!!

I would like to import my vectors starting at, for example, the 1515th frame

To this, I create a new layer> stretch it in the timeline > and choose the 1515th frame so the imported vectors will start from that frame.

Is this the right method? Because it still starts from the 1st frame and I need to drag them...
