Improve publish profile importer

I'm using exported publish profiles a lot, but the import process has 2 small issues which make it painful:

1. When clicking "Import profile...", file selection dialog always reverts to default directory: en_US / Configuration / Publish profiles. So every time I import a publish profile, I need to navigate to this directory. This gets painful when importing lots of profiles. And additionally, the default file dialog behaviour is to remember the last used directory, so why to have an exception here?

2. Only one publish profile can be opened at once. This is also a strange limitation.

Btw, I'm using Animate 2017.2 (16.2.0.24) on Mac.
