Infographic with break out panels that holds more detailed information

Question

Hi,

I wonder what would be the best way for me to create an interactive infographic that consists of multple layers. Besides the overall generic overview layer there must be more detailed layers that appears when clicking on buttons in the overall overview. These details are like pop ups.

I am familiar with Illustrator. I am able to make a prototype in XD. I am not sure in what tool I should 'invest' and spent learning time into. Is it Animate?
