Is it required to use creative cloud to download an Adobe software?

I am looking to use adobe animate to create an animation for the promotion of our <link removed-kglad> While trying to download the application I was forced to download creative cloud before hand. I am confused by this. Is it required for me to download creative cloud as it doesn't feel any important to me to download an extra application with no purpose then telling you about the other Adobe softwares?
