Is there a free alternative to Adobe Animate?

I have tried to search for whatever animation software I can use that is completely free and available to Chromebooks and similar to Adobe Animate. I've tried Pencil2d but for some reason it says it's not supported by ChromeOS. There are animation things that are free and available to Chromebooks but they don't let you hand-draw the stuff. Looked everywhere, couldn't find anything.

    Krita is available for ChromeOS/Chromebooks, and works well. Full frame-by-frame animation app, and on par with the desktop version.

    Rive can be used online directly from a browser or you can download the desktop version.

    chrome os is problematic because it's not a full desktop os.  you need to look at online apps which are designed for chrome os.
