is there open-source AS3 pre-built game framework anywhere that includes a screens manager and automatic resizing?

I am creating an app for Mobile and would like to know if I need to code these features from the ground up or not.

NB I do not mean an AS3 game engine like Starling, Flixel etc. I'm looking for the mechanics of screen transitions and resizing.
