Is this possible: need a responsive ratio different than that of canvas

My client requested a banner with these specs - 16:9 scale, and dimensions 1000x650 pixels

But a 16:9 dimension is actually 1000x562. Is it possible to set a responsive banner to be adjusted in a different ratio than what it actually is? If so, how do I go about doing it? I am a motion designer with minimal experience in scripting (much more experienced with AE).

I would point out the difference to the client. It is very likely that the dimensions are correct, and 16:9 is an estimate.
