Just noticed a set of crosshairs pop up?

Hey, so i was drawing inside a graphic and just noticed this little crosshairs inisde a circle pop up while i was drawing. It doesn't seem to be affecting anything, and its not an emergency but just wondering what exactly this is? Did i engage a feature i'm not familiar with?

a crosshair usually indicates an objects reg point, but i see two circles around and that usually indicates a 3d tool is/was selected.

that makes sense, When exited the object, then went back inside it was back to the regular little crosshairs that are where the little white dot it at. Thanks!
