Keyboard shortcuts tab won't open

I've tried everything from uninstalling Animate with preference remover to trying to make the preference folder editable in my Appdata. When trying to edit my keyboard shortcuts in Animate, the window does not show up but the program acts as if it has and doesn't allow me to do anything in it until i press the esc key. Is there a fix for this? (btw I'm using a windows computer)
