Layer copy and motion tween problem.

I have been trying to make a live audience in animate, I have successfully generated 4 different characters that have a motion tween applied to the arms. I was hoping to duplicate the layers and move them to different positions on the stage  to build up a arm waving crowd . However when I duplicate  layers for the characters and move them to a different position on the stage the arms move ok but they also move back to the original position on the stage where they were duplicated. Any helpful suggestions
