lesson 9 in the Animate 2020 in class Book

Hi to whom it may concern,

I am doing a lesson 9 in the Animate 2020 in class Book and it is not being specific on the sections of Adding Galleries step 4 . It says "to make the layer a texture layer". I dont understand that because I dont remember going through that in the book before. I need help please.
