Lines blurred like a barcode? Not sure how to describe it but pics included

Hey, so Ive recently reinstalled my version of adobe animate lately for noticing alot of things happening that shouldn't be. I am still getting errors though. I noticed that some little hairs i drew with the classic brush tool did this at some point i (not sure when) Its kind of like when a pic gets corrupted and it looks like someone took sandpaper to it.

you could check your properties panel and fiddle with the settings when the classic brush is selected, but i don't recognize that as one of patterns you can make by adjusting those settings.

if you can't get things back to normal using that panel, reset your preferences -
