Is it possible to write code that checks for a video in a location "../Assets/myVideo" if not found it looks here "myVideo"? I using a button that will load this into the video component. Flash CC 2015. any suggestions would be helpful.

yes, you can use your netstream's NetStatusEvent.NET_STATUS event's info.code property to check for streamnotfound.
