Looking for an animation tool

Hey, I see a lot of IG fitness influencers with this figure in thier posts. it lights up the muscle group being worked on, usually a 2 seconds animation. where can I find this? I dont want to create it but if there is someone out there who can create a female body for me im willing to pay! I have shown this image here of what im talking about, however it is a animated clip.
