Missing "Switches/Modes button"

Well it's exactly what the title suggests. I have been trying to find where to add motion blurr and it seems the panel that does that is missing in my Adobe Animate software. Everywhere on google it says: "Just press the Switches/Modes button."
But that botton is not there... There is absolutly nothing underneath my timeline where that button should be.
Anny suggestions as to why this is?
Any help will be much apriciated.
