My audio is delayed and not very loud when I scrub audio in Adobe Animate CC 2023?

This is happening to me with a specific audio file, when I tried importing another audio file it seemed to work fine. Basically when I scrub through this specific audio, I get lag and the audio is pretty quiet, I can't even hear the vowels/constanants at all. I just hear small pips and crackles and it's impossible to do lipsync. I have the audio set to stream so it couldn't be that. I even tried importing the audio to premiere pro and the scrubbing sounds perfect in there. but in flash it's not working properly. I wonder what would cause this to happen?

Thanks! I converted it to WAV and the quality is a lot better.

open in audition and remove the leading white space and adjust the volume.
