My import dialogue box won’t pop up when I’m importing the background PSD

Hey guys I need some help,I'm new to animate and when I try importing to stage,The PSD doesn't bring the import Dialogue box...,,,,can I get some assistance...I'm really green on this.

click file>import>import to library or stage>navigate to your psd file.  p.s. in the open file panel you may need to alter the file types (bottom right) to see your pds file.
