Objects in Over frame activating Button when they are not in the Up frame

So I have a grid displaying various characters and as you hover over each they appear in the viewing area. BUT, When you hover in viewing area, you may accidentally trigger one of the characters. This seems to be because your touching the character art in the over frame. However I have no idea how to deactivate it.... How can I turn off the click area on the Over frame, yet keep the Up frame solid? I already have them on separate layers. Any advice would be appreciated.

The fourth frame in a button is the Hit area. If you haven't gone into that frame and made it a key frame, it will be the same as the previous key frame, which may well be your Over frame.

The easy solution would be to copy the contents of the Up frame and Paste in Place into the Hit frame (after having inserted a blank key frame into the Hit frame). Or copy the Up frame and paste it in the timeline to replace the current Hit frame.

After that I think the rollover will behave like you need it to.
