onstage controls for camera tool

The onstage controls for the camera tool won't appear!!! So the way I can use it is to adjust in the camera properties. Does anyone know how to fix this?

    Any chance you're inside a symbol? The controls only appear when you're on the main timeline.

    When this happened to me the controls were behind the layers panel. I collapsed the layers to icons, then dragged them below the cameral controls and viola, they were above the layers panel again.
