open external library not working

simple enough. I open an external library and publish. i get this

Scene 1, Layer 'Layer_1', Frame 1, Line 1, Column 28 1180: Call to a possibly undefined method clip2.

basically flash is not recognizing  the clips in the external library i just opened. only after i drag them into the main library does it recognize them. this is either a bug or a huge DERP by adobe. WTF is the point of being able to open an external library and not be able to use it??
