Paint Bucket Tool Is Locked

Hi. I know this issue had been posted to the community before, but anyone know why the paint bucket tool is locked? My screenshot won't show exactly what my bucket tool shows, but on this screenshot it doesn't even show that its even activated. I tried pressing that image with the lock on it in my tool bars, yet it's not allowing me access.
