Paint selection brush tool

My daughter is doing a school project in Adobe Animate, following an online tutorial.

I've attached a screenshot of the project.  Her challenge is she's trying to use the "paint selection" setting of the brush tool but it doesn't seem to work.  Every paint stroke she makes disappears whether it starts inside or outside of the selected symbol
