Panning audio Won't work in Actionscript 3.0

After watching video tutorials on audio in Adobe Animate, I have learned if you want to pan your audio, create your project in Action script 3.0, but after doing so, The audio would play, but it would not pan and only play at the very first frame. Any help on this issue will be appreciated.
