Pen Lag with HP Spectre X360

i already made a forum about a past issue i had but this one i forgot to mention in the same forum

laptop: HP Spectre X360 where you draw on the screen

the drawn lines dont register if i do them quickly... like they jolt into place

paint tool sai + photoshop smoothly do my lines no matter how quickly i draw them, but animate lags them and jolt into place and then doesn't apply pressure sensitivity too
