Pen stroke delay issue on high powered computer

I'm encountering the exact same issue as mentioned in this discussion.

However, I'm not running a low powered tablet laptop, I'm encountering this on a high-end PC. As well if I don't make a stroke long enough it turns into a click.

This is only happening with Animate. Photoshop isn't encountering this issue, neither is any other drawing software on my PC.

Edit: To clarify further the line starts actually appearing after a distance, not after a time. I have disabled the windows ink settings that could be causing this and it's not happening in other software
